LCAP is registered as an association on May 21, 2007 under the Societies Act. LCAP’s work programme focuses on: Increasing the role and influence of local government in national governance; Becoming the main source of support for democratic, effective, innovative local governments close to the citizen; Ensuring an effective and democratic provincial organisation. Local Councils Association of the Punjab supports national cooperation between cities, local governments and their associations, and facilitates programmes, networks and partnerships to build the capacity of local governments. It promotes the role of women in local decision-making, and is a gateway to relevant information on local government across the country. LCAP actions are continued to convert its dreams into reality by focusing the following thematic areas; Access to Basic Services; Decentralisation & Local Democracy; and Communication, Education and Public Awareness

There are three tiers of disaster management to deal with the disasters in Pakistan. National Disaster Management Authority (NDMA) is an authority at national level and mainly responsible to formulate policies and guidelines on disaster management with the vision to build a safer and resilient Pakistan. Provincial Disaster Management Authority (PDMA) is working at provincial level and responsible according to the national policies on disasters. District Disaster Management Authority (DDMA) is working at grassroots level and mainly implement and execute the plans/programs in liaison with the NDMA and PDMA. LCAP represents 3600-local governments covering 90-million of population and working closely with the DDMA and help them to introduce the new innovations and build the capacity to work efficiently to deal with all kinds of disasters. There was a massive flood in 2010 in Pakistan, and LCAP worked well to facilitate the local government to deal with the issue. LCAP is still engaged in post flood recovery.
